Description.
Male (

). Generally dull black. Hairs and bristles dark brown except those on lower occiput and oral margin dark brownish yellow.Antenna brownish yellow, arista dark brown. Proboscis and palpus brown with brown hairs.

Legs mostly dark yellow except fore femur with dark brown dorsal spot at tip, fore tibia and tarsus dark brown, hind femur dark brown at extreme tip, mid and hind tarsomere 5 brown. Abdomen (

). Tergites shining black with short black hairs; sternites brownish yellow with short brown hairs. Male genitalia (

). Generally brown to dark brown. Epandrium distinctly elongated, 2.0 times longer than wide; cercus blunt at base, widely at middle, blunt distally with setulae, nearly 1/3 as long as epandrium, bare at middle line, wider basally, sharp at tip; pregonite 3.0 times longer than wide, widely concave at posterior margin; postgonite long slender, without lateral process.

Remarks.
This new species is similar to
S. brevicaudata
Dong &Yang
from
Yunnan
, but can be separated from the latter by the wing spot not reaching

and sternites brownish yellow (
Figs 9, 11
). In
S. brevicaudata
, the wing spot reaches
C
, and the abdomen is dark brown (
Dong &Yang 2013
: p. 69–70, fig. 9).
