Body length (including forewing): ♂, 5.0–
5.4 mm

5.8 mm
. Coloration (Figs 1–6) predominantly pale yellow ventrally, black and orange dorsally; median longitudinal carina of frontoclypeus marked black and orange; crown mostly black, apex and anterior margin white, lateral margin orange. Pronotum black with pair of pale yellow lateral maculae and an orange central spot. Mesonotum and scutellum pale yellow. Forewing mostly black with large semiopaque and orange area near middle of corium extended to claval suture and costal margin, clavus with two irregular orange markings, additional irregular orange marking distad on corium. Front trochanter with a pair of enlarged setae in dorsal surface (
Fig. 17
). Female (Fig. 3) similar to male but variable in tint.

Male pygofer (

) posterodorsal angle prolonged into narrow process. Aedeagus (

) with strongly sclerotized spannerlike structure connecting gonopore to apex of aedeagus; in lateral view, with a lateral flange in sub-apex; apex notched in dorsal and ventral view. Other characteristics as shown in Figs 1–19.

Etymology.
The specific name “
splendens
” refers to the splendid color of dorsum of the insects.
