Diagnosis.
Epiproct short and quadrangular in dorsal view, dorsal sclerite with two darkly sclerotized, pincerslike lateral arms and a floral plate with three triangular protrusions. Paraproct bilobed, outer lobe distinctly sclerotized along outer margin extending into a large hook in dorsal aspect, inner lobe slender with pointed tip.

. Head dark brown; compound eyes dark; antennae and mouthparts brown. Thorax brownish yellow; legs yellow; wings hyaline. Abdomen and hypoproct brownish; hairs on abdomen mostly pale.
Terminalia (

): Tergum nine weakly sclerotized with narrow, dark band along anterior margin with large triangular midanterior and weak midposterior incisions, two groups of many black, tiny spines at middle. Sternum nine with claviform vesicle; hypoproct basally elliptical, distinctly tapering toward triangular tip. Tergum 10 weakly sclerotized, with a shallow longitudinal median concavity bearing several rows of tiny spines along anterior margin. Cercus sclerotized, narrow at base and swollen at tip. Epiproct short and quadrangular in dorsal view, dorsal sclerite with two darkly sclerotized lateral arms originating from base, curved outward and then forward to form pincerslike structure, and a floral plate with three triangular protrusions. Paraproct bilobed: outer lobe distinctly sclerotized along outer margin extending into a large hook in caudal aspect, broad basally and becoming narrower medially toward tip; inner lobe sclerotized, mostly adhering to outer lobe, slender with pointed tip.

Etymology.
The specific name refers to the floral plate of the epiproct.
Remarks.
The new species is somewhat similar to
N. kuwayamai
Kawai
from
Japan
, but may be separated from the latter by the absence of spines on the cercus and the outer lobe of paraproct with distal hook. In
kuwayamai
, the cercus has a medial spine and the outer lobe of paraproct does not possess hook (
Zhiltzova 2003
).
