Description.
Vertex pale yellow, with two small brown spots, whitish towards eyes (

). Coronal suture distinct, broad dark brownish longitudinal streak in the coronal suture accompanied with two small roundish patches laterally. Eyes black. Head slightly narrower than greatest width of pronotum (

). Face pale yellow, with areas of white (
Fig. 1h
). Frontoclypeus area and anteclypeus posterior region light brown. Pronotum anterior region pale yellow, with two small round brown spots; central part and posterior region from brownish yellow to brown, with irregular dark brown or black patterns (

). Forewing overall pale white, base and inner margin brownish gray (
Figs 1e, f
).
Abdominal apodemes small and short (

).
Pygofer lobe broad, with some microsetae scattered in the middle of lobe, ventro-cephalic angle and near caudal margin (
Fig. 3a
); dorsal appendage u-shaped, pointed at both ends (
Figs 3a, c
). Subgenital plate extended to hind margin of pygofer lobe, acutely narrowing at apex, with four macrosetae not far from terminal part, of which two are longer and two shorter (
Fig. 3a
). Anal tube appendage tapering apically and nearly right-angle curved (
Fig. 3a
). Style slim, apex sharp (

). Aedeagal shaft compressed, with one pair of subapical processes extended ventrad, and two pairs of subbasal processes extended dorsad, ventral edge of shaft irregularly dentate in lateral view (

Remarks.
This new species is similar to
R. trinotata
Dworakowska, 1994
, but can be distinguished by the ushaped dorsal pygofer appendage, pointed at both ends; the ventral edge of the shaft irregularly dentated in lateral view; with one pair of subapical processes extended ventrad.
Etymology.
The specific epithet is derived from the Latin “dissidens” (different), referring to the dentate edge of the aedeagus.
