Description.
MALE. Length
3.2–3.5 mm
. Head and mesosoma almost black, metasoma dark castaneous. Wings subhyaline. Clypeus with median lobe concave, apical margin thick in frontal view, medially with wide trapezoidal polished area; median carina absent. Frons strongly coriaceous, punctures little distinguishable from texture surface. Frons with anterior median large callus. Vertex almost straight. Notaulus present on anterior third of mesoscutum. ) with posterior margin with deep and narrow median emargination. Genitalia (

). Basal parameral expansion subconical. Basivolsella with two apical spines. Aedeagal ventral ramus long, reaching base of digitus, apex laminar, surface vertical, progressively narrowing apicad, apex spine-shaped. Aedeagal dorsal body with three pairs of apical lobes, outer pair laminar, surface folded, apex sharpened slightly curved ventrad in lateral view, ventral margin with quadrate expansion; ventral pair laminar, surface folded, apex rounded in lateral view; inner pair membranous, hairy.
Variations.
In one specimen, the basivolsella has one spine in one side.

Etymology.
This species is named after Lubomir Masner (Lubo), for his contribution on the studies of Proctotrupoidea, old sense.
