Diagnosis.
This new species has a unique superficial character of the labial palpus in the male, with a welldeveloped 3rd segment (
Fig. 3
a), as long as the second segment, whereas the 3rd segment is atrophied in most known species of the genus. The well-developed 3rd segment of the labial palpus is a rare case in the genus. A similar example is known in that of
A. kepensis
Park (2016)
known from
Cambodia
, which has a short 3rd segment. The male genitalia can be easily distinguished from those of
A. kepensis
, with different shape of valvae.

Description.
Male (

a): Wingspan
12 mm
. Head pale gray, tipped with white apically on vertex. Scape of antenna gray, speckled with dark brown scales dorsally, flagellum pale grayish white with brownish annulations. Second segment of labial palpus in male (

a), quadrate, dark brown on outer surface; clothed with rough loose, long black scales ventrally on inner surface, except white scales apically, slightly upturned; 3rd segment nearly as long as 2nd segment, directed forward, yellowish white with two broad bands at basal 1/3 and beyond 2/3, acute apically. Tegula and thorax gray, tipped with white apically. Forewing elongate; ground color grayish white, brown scales irregularly scattered, with a brown trapezoidal costal patch present medially followed by two smaller spots beyond; lacking a long expansible hairpencil on underside; apex more or less obtuse; termen strongly oblique; fringe fuscous, with brown narrow basal line. Hindwing gray; apex sharply produced. Female unknown.
Male genitalia (

a): Caudal margin of abdominal sternite VIII slightly emarginated medially. Uncus short, tout, more or less conic apically; socius elongate, directed latero-caudally, longer than uncus, with dense setae in apical zone and long hairs laterally. Tegumen moderately wide, slightly dilated at middle and then narrowed towards apex. Left valva large, semiovate, rounded distal margin, with a large membraneous pouch medially; basal process sclerotized, strongly bent medially, hook-shaped, with acute apex, about half the length of valva; zone of palmately modified scales occupying in distal 1/5 of valva. Right valva nearly parallel-sided, less than half width of left valva, slightly expanded before middle, with patch of modified scales in distal 1/5. Phallus slender, taenioid, gently curved medially, about half length of right valva.

Etymology.
The species name is derived from the Latin,
degener
(= departing from its kind), referring to the unusual 3rd segment of the labial palpus in the male
Remarks.
The new species has exceptionally a well-developed 3rd segment of the labial palpus in the male, but it is no doubt that it belongs to the genus
Anarsia
by having common characters of the male genitalia: asymmetrical valva with a zone of palmately modified scales apically.
