Diagnosis
. The forewing length is
19–20 mm
in males and
22 mm
in females. The new species differs clearly from the
type
species of the genus,
P. flava
in its brown body and wing coloration. Additionally, in the Vietnamese population a postmedial costal stroke is present (absent in
P. flava
). The male genitalia of the two species are similar, but
P. secunda
can be distinguished by the slightly broader uncus, the larger juxta, the more elongate distal spine originating from the tip of the distal saccular process (it is short and originates subapically in
P. flava
), the somewhat broader aedeagus, and the presence of a quite large lateral cornutus in the aedeagus vesica (whereas in
P. flava
it is absent or present as a tiny denticle). The female genitalia of the new species differ from those of
P. flava
more conspicuously than the male genitalia by their much larger pocket-like antevaginal plate, the slightly broader ductus bursae, the broader gelatinous enlargement of the posterior section of the corpus bursae, and the slightly broader appendix bursae.

. The new species is known from Northern
Vietnam
(
Lào Cai Province
) and Southwestern
China
(
Sichuan Province
).
Etymology
. 'Secunda' means 'second' in Latin; referring to the new species is being the second known member of the genus
Parabitecta
.
