Thorax and tegula light brown. Forewing ochreous-brown mottled black; black scales concentrated mainly along costal margin and in subapical area; two small black dots at base and two others at corner of cell; straight cream subapical fascia at three-quarters; diffused black patch at base; diffused black fascia obliquely from one-quarter of costal margin to middle width of wing; cilia light grey, brown-tipped. Hindwing light grey.
Male genitalia (
Figs. 29, 30
): Uncus long, rectangular, about twice long as broad. Gnathos small, weakly curved. Tegumen basally broad, distally narrow. Valva gradually curved, slightly exceeding top of uncus. Sacculus about one-third length of valva, narrow, outer margin weakly curved, inner margin straight or weakly curved; apex small, pointed, curved inwards. Paired processes on posterior margin of vinculum narrow, curved outward apically, slightly shorter than sacculus; medial excision deep and narrow. Paired processes of vinculum slightly shorter and broader in some
paratypes

Diagnosis
.
Scrobipalpa flavidinigra
sp. n.
resembles externally
S. filia
Povolný, 1969
, but its forewing is brighter, contrasted with more pronounced black patterns. The male genitalia resemble those of
S. turcica
Povolný, 2002
and
S. strictella
sp. n.
, but differ from the first species in the longer valva, shorter saccus, narrower sacculus and the differently shaped vinculum processes; it differs from
S. strictella
sp. n.
in the narrower uncus, narrower sacculus, broader paired processes of vinculum and distinctly shorter saccus. The female genitalia resemble those of
S. filia
Povolný
and
S. nana
Povolný, 1973
.
Biology.
Host-plant unknown. Adults were collected in July and August at
1400 m
altitude.
Distribution
.
China
(Inner
Mongolia
, Ningxia).
Etymology.
The specific name is derived from the Latin
