Diagnosis. Head almost holoptic in male, dichoptic in female; antennal pedicel with a long seta almost as long as total length of antenna; arista rather long plumose, total width including plumosity subequal in width to postpedicel; parafacial with dense, black hairs; palpus dark brown; 3 postsutural dorsocentral setae; 2, rarely 3, katepisternal setae; mid tibia with 2 anterodorsal setae; hind tibia with 3 preapical dorsal setae. Redescription. Body length: 6.2–11.0 mm. Male . Terminalia: Sixth tergite strongly concave mid-dorsally on anterior margin, with 2 pairs of strong setae; surstylus broad, with very weakly narrowed to truncated apex and dense, long hairs; cerci in dorsal view broad along basal 1/3 then narrowed to apex, completely fused along basal 1/4 with suture obliterated, narrowly separated along apical 1/3, in lateral view narrowed at basal 1/3 and weakly curved ventrally; pregonite very weakly and roundly produced posteriorly; basiphallus shorter than distiphallus, epiphallus narrow, shorter than basiphallus, dorsal sclerite of distiphallus flat, apical membranous portion very short, at most 1/4 as long as sclerite. Female. Terminalia: Sixth tergite 1.5 times as long as 7th tergite, concave mid-dorsally on anterior margin, with strong setae on posterior 1/4; 6th sternite with hairs on posterior 1/2 and strong marginal setae; 7th tergite broadly divided into 2 hemitergites, with a row of seta on posterior margin; 7th sternite slightly shorter than 6th sternite, with several short setae on posterior margin; 8th hemitergite fused with hypoproct on posteromedian portion and ventrally with 8th sternite. Description of first instar larva. Body length: 10.0– 10.5 mm ; cephaloskeleton rather broad in apical 1/3 and narrowed to a pointed apex, dorsal margin sharply convex in apical 1/2; 2nd thoracic segment with 4–5 rows of fine anterodorsal spinules; 7th abdominal segment with 6–7 posterodorsal rows of spinules that are almost continuous with posteroventral rows of spinules. This species occurs in the late spring to early summer in Japan . In general appearance it resembles the Nepalese species P . gibsonomyioides Crosskey, 1974 , but can be distinguished from it by the abdominal dorsum with narrow pruinose bands and hind tibia with 3 preapical dorsal setae.
