( Figs. 1 , 3–7 ) Diagnosis. Antennal 1st flagellomere blackish brown on ventral 1/2–2/3. Palpus blackish brown except yellow on basal 1/3. Mid and hind femora white except yellowish brown at tip; hind tibia with 1 weak preapical ad . Wing with a semicircular hyaline apical stripe between R2+3 and M3+4 and a hyaline round spot beyond r-m ; a tinged brown spoon–like spot on r-m . Description. MALE. Body length 2.5–3.0 mm, wing length 2.7–3.2 mm . FEMALE. Body length 2.6–2.8 mm , wing length 3.0– 3.2 mm . Head yellow. Frons yellow, about as long as wide and parallel–sided, with 2 brown stripes extending to ocellar triangle; ocellar triangle black; oc strong, almost as long as anterior or , anterior or inclinate, posterior or longer than 1/2 of anterior or . Face white to yellow, with a pair of shining brown stripe–like spots between stomatic margin and parafacial; gena about 1/11 height of eye. Antenna yellow except 1st flagellomere blackish brown on ventral 1/2–2/3; 1st flagellomere nearly 2.0 times longer than high; arista blackish brown, long plumose, with longest hairs 2.0 times longer than height of 1st flagellomere. Proboscis yellow except blackish brown on apical margin, with yellow and slightly dark hairs; palpus blackish brown except yellow on basal 1/3, with dark hairs. Thorax shining blackish brown except yellow on basal 1/4. Mesoscutum with 0+3 dc , acr in 6 rows; prsc absent; 1 mpl , 1 stpl . Scutellum brownish yellow. Legs brownish yellow except all coxae white, mid and hind femora white except yellowish brown at tip. Fore femur with 2 pv and 3 pd , ctenidium with 7–9 short bristles; fore tibia with 1 weak preapical ad and 1 apv . Mid femur with 5–6 a ; mid tibia with 1 preapical ad and 2 strong apv (one very long, another very short, slightly longer than maximum diameter of mid tibia). Hind tibia with 1 weak preapical ad and 1 short apv . Wing ( Fig. 1 ) with a hyaline costal stripe extending to M1+2, but not confluent with a short hyaline stripe on hind margin; a semicircular hyaline apical stripe between R2+3 and M3+4 and a hyaline round spot beyond r-m ; a tinged brown spoon–like spot on r-m and a tinged brown triangular stripe over m-m ; subcostal cell tinged brown; costa with 2nd (between R1 and R2+3), 3rd (between R2+3 and R4+5) and 4th (between R4+5 and M1+2) sections in proportion of 2.0 mm: 0.5 mm : 0.4 mm ; r-m beyond 3/4 of discal cell; ultimate and penultimate sections of M1+ 2 in proportion of 1.5 mm : 0.9 mm ; ultimate section of CuA1 about 1/4 of penultimate. Halter pale yellow, knob blackish brown except tinged yellow at tip. Abdomen shining brownish black except pale brownish yellow on protandrium and epandrium, with sparse grayish white pollen. Male genitalia ( Figs. 3–7 ): protandrium slender, circular with a ventral bridge; epandrium nearly rhombic; surstylus narrow, consisting of a short awl–shaped process and a long curved awl–shaped process with long hairs; hypandrium nearly W–shaped, gonopod with two acuate furcated apical processes with a long hair in ventral view; aedeagus with two claviform basal processes and with a pair of coniform apical processes in ventral view; aedeagal apodeme Y–shaped, nearly 1.1 times longer than aedeagus. The new species is somewhat similar to Noonamyia euphlebia Sasakawa from Malaysia in the following characters: face with a pair of shining brown stripe–like spots between stomatic margin and parafacials; hind tibia with 1 preapical ad ; abdomen shining brownish black except protandrium and epandrium pale brownish yellow. But it can be separated from the latter by the wing with a hyaline round spot beyond r-m and a tinged brown spoon–like spot on r-m , the surstylus consisting of a short awl–shaped process and a long curved awl–shaped process, the hypandrium nearly W–shaped, the gonopod with two furcated acuate apical processes. In euphlebia , the wing with a hyaline elliptic spot beyond r-m and a hyaline bar–like spot on r-m ; the surstylus has a unique incurved triangular process; the hypandrium is U–shaped; the gonopod is acinaciform without basal tooth ( Sasakawa 1998 ). Etymology. Latin, bi- , prefix meaning two + subulata , meaning awl-shaped and pointed, referring to the two awl-shaped processes on the surstylus; a feminine adjective.
