Etymology.
Named for Dr. Hong Kimcheang who is the Director of
Kampong Speu
Institute of Technology.
Description.
Length of each male forewing 3.0 mm (n = 11); specimens in alcohol with head, thorax, abdomen, forewings, and legs unicolorous yellowish brown.

Male genitalia (

A–1C). Preanal appendages in dorsal view each somewhat bird head-shaped, with long setae on mesal surface directed mesad (
Fig. 1A
); in lateral view, preanal appendages large, triangular, angled upward, and rounded apically (
Fig. 1B
). Sternum IX somewhat oval in lateral view (
Fig. 1B
). Inferior appendages tu- bular; basally directed dorsad, curving more nearly caudad at midlength, rounded apically, two basodorsal branches of each inferior appendage mostly parallel with main body of appendage and with each other, with one branch bifurcated apically and other pointed apically, in lateral and mesal views (
Figs 1B, C
, respectively). Phallus long, tubular, basally directed ventrad then recurved dorsad at 1/4 length, midlength nearly straight, strongly sinuous subapically, apex acute and directed dorsad (
Fig. 1B
).
Diagnosis.
The male genitalia of the new species very closely resemble those of

can be distinguished from these by characters of the inferior appendages. Each inferior appendage has two basodorsal branches that are separated from the main body of the inferior appendage and from each other near the base but are parallel and close together to their apices. The apex of the outer branch is pointed and the apex of the inner branch is bifurcate (
Figs 1B, 1C
).
