Frons brown to dark brown, sparsely setulose, with well-defined median furrow. Flagellomere 1 light brown, conical to slightly conical-elongate. Arista apical, about 1.5 times longer than flagellomere 1. Palpus yellowish-brown. Gena with two setae. Thorax . Scutum, scutellum, and pleural regions brown; anepisternum dorsally setulose. Legs yellowish-brown. Foretibia with two dorsal setae and anterodorsal row of strong setulae. Foremetatarsus widening apically, with anterior excavation, anteroapical setulose process, seta at base of excavation, and seta near base of anteroapical process ( Fig. 8Z ). Foremetatarsus ratio 0.45. Posterior face of hind femur with narrow basoventral band of tiny blunt setulae, dorsal setulae thicker ( Fig. 21 A–B). Hind femur height/length ratio 0.39. Hind tibia with one dorsal seta in basal half. Wing ( Fig. 15B ). Costa greatly swollen, thicker apically, 0.5 of the wing length; R 2+3 absent; M 1 concave, curved posteriorly at apex; M 2 strongly sinuous, curved posteriorly at apex, CuA 1 -M 2 /M 2 -M 1 ratio 2.1; CuA 1 strongly sinuous, anteriorly curved at apex. Halter white. Abdomen . Tergites dark brown, tergites 1 to 5 with shining pubescence. Hypopygium light brown to yellowish-brown ( Fig. 25C ). Left epandrial process with medially directed lobe near base and subepandrial setose elevation. Margin of right lobe of hypandrium without lateral projection. Hypoproct with three setae. Distribution . Western Amazonia ( Fig. 28B ). Etymology . Considering the characteristically curved wing veins of this species, we name it in honor of the Brazilian architect Oscar Niemeyer whose revolutionary work frequently has characteristic curved shapes.
