Diagnosis.
Palpus brownish yellow, terminal segment rugous and elongate, slightly shorter than remaining segments combined. Cell C brownish yellow except base pale. One small brown pattern at vein h. Supernumerary crossvein in cell A1 connected with tip of vein A2. Femora brown with two yellow rings, one at base, other subapical, shorter than brown tip; tibiae brown with one yellow proximal ring. Gonostylus corneate, with three black spines at lower margin and three small black spines at ventral surface. Interbase with apex truncated. Aedeagus very short and triangular. Paramere with wide and obtuse foliaceous tip.

Head. Black with pale gray pollen. One median tubercle between eyes. Hairs on head black. Antenna

. Scape and pedicel brownish yellow, flagellomeres 13-segmented, 1–4 segments brownish yellow, succeeding segments brown, flagellomeres suboval to subcylindrical, apical segments longer and slender, verticils considerably longer than segments. Proboscis black with black hairs; palpus (

) brownish yellow, terminal segment rugous and elongate, slightly shorter than remaining segments combined, hairs on palpus black.
Thorax (

). General brown with pale gray pollen. Pronotum with dorsal surface black. Prescutum with three stripes in transverse row, intermediate one black and extending to transverse suture, lateral pair pale brown, only vaguely indicated from ground. Scutum brown. Scutellum and mediotergite brownish yellow. Pleura brown, variegated by darker areas. Hairs on thorax black. Coxae and trochanters brown; femora brown with two yellow rings, one at base, other subapical, shorter than brown tip; tibiae brown with one yellow proximal ring; tarsi brown with tips darker. Hairs on legs black.
Wing (

) yellowish hyaline, with brown band in form of triangle along vein R, cord and CuA; one crossband along two supernumerary crossveins; two bands extending from triangle to wing tip, respectively ending at cell R3 and vein M2; two irregular brown patterns at tips of veins A1 and A2; cell C brownish yellow except base pale. One small brown pattern at vein h. Sc1 ending nearly opposite fork of Rs; R4+5 very short; cell dm small; cell M1 with very short petiole, supernumerary crossvein in cell bm just behind the level of origin of Rs, another supernumerary crossvein in cell A1 connected with tip of vein A2. Wing outline subfalcate, with apex at tip of vein R4, margin of wing concave at tip of vein A1. Halter

Etymology.
The specific name refers to the foliaceous tip of the paramere.
Remarks.
This new species is somewhat similar to
M. schmidiana
Alexander, 1967
from
India
(Assam) in having the similar patterning of the femora and tibiae, but it can be separated from the latter by the supernumerary crossvein in cell A1 connected with the tip of vein A2, gonostylus with three black spines at the lower margin and paramere with wide and obtuse foliaceous tip. In
M. schmidiana
, the supernumerary crossvein in cell A1 is beyond the tip of vein A2, the gonostylus has four black spines at the lower margin and the paramere is long and thin, finger-shaped (
Alexander, 1967
).
