Diagnosis.
This species has a black mesoscutum, two lsc, several fb, and a large surstylus with many spinules.
Description.
MALE. Head including antenna and palpus yellow; frons shining, brown-tinged on dorsal 2/3; ocellar triangle black; first antennal flagellomere brownish surrounding base of arista, arista black. Thorax shining, brownish yellow; mesoscutum brownish black behind transverse suture, indistinctly divided by central brownish line, extending obliquely to dorsal corners of pale brown postpronotal lobes and entirely to lateral sides of scutum; notopleuron, anatergite, katatergite and mediotergite blackish brown; scutellum brownish black. Wing slightly infuscated around apical quarter of R2+3; calypter gray, with margin dark brown, fringe pale brown; halter brownish yellow. Legs yellow. Abdomen shining, brownish black; cercus whitish yellow. Bristles black.
Frons 1.5 times as wide as eye, almost parallel-sided; second or 4/5 as long as first or; oc 1/2 as long as first or; poc almost as long as second or; gena 1/5 as high as eye; pm four. First antennal flagellomere slightly shorter than wide, minutely pilose; arista plumose, with longest pubescence about 1/2 as long as width of first flagellomere.
Mesoscutum with two dc, six rows of acr but these very sparse behind level of first dc and four rows ending before scutoscutellar suture; scutellum with two lsc, of which anterior one 1/4 as long as asc. Wing

long; costa with three sections in proportion of 35: 10: 6, r-m at distal 1/3 of cell dm, M1 ratio 4.0, ultimate section of CuA1 1/2 as long as penultimate section. Fore femur with several fb; mid tibia with dp and one spur.
Epandrium with surstylus (
Figs 19, 20
) extremely large, bearing dense setae on outer and inner sides, and about 35 spinules in two or three irregular rows along inner anteroventral margin; cercus small; proctiger V-shaped. Hypandrium (

) with two long and three short setae; postgonite setulose apically. Phallapodeme 360 µm long; phallus (

) 210 µm long, mesophallus narrow, distiphallus spatulate, paraphallus minutely spinulose apically; ejaculatory apodeme short, 35 µm long.

Remarks.
This new species is distinguished from its congeners by its characteristic thoracic coloration. Also, it differs from
Sobarocephala vockerothi
in the characters stated in the key.
Etymology.
The specific name refers to the large surstylus (Greek:
megas
+
stylis
).
