Length: m# 3.0–3.1 mm.
Ground color of body yellowish-green (
Fig. 73
). Crown with dark green patch on each side of coronal suture (
Fig. 70
). Eyes brown. Pronotum with irregular patches on anterior margin of pronotum and under eyes. Forewing and hindwing semitransparent. Abdomen dark greenish-yellow. Legs light green to olive (

).
Ventral abdominal apodemes parallel-sided, reaching segment 5 (
Fig. 38
). Pygofer in lateral view broadly rounded on posterior margin, ornamented with 12–13 rigid setae distributed from outer to inner face of pygofer (
Fig. 35
); pygofer appendage in lateral view curved dorsad to follow posterior margin of pygofer, but not extending beyond it, tapering to apex; ventral part with numerous small tubercles subapically (
Fig. 36
). Anal tube long, tapering to apex, curved anterad (
Fig. 40
). Subgenital plate in lateral view, curved gradually caudodorsad apically, not expanded apically, tapering to rounded apex; with numerous macrosetae and fine setae somewhat irregularly scattered; dorsolateral margin group A with 4–5 long stout setae subbasally, and group B with 20–22 short microsetae on apical half (
Fig. 44
). Paramere with 8 teeth on dentifer, 5–7 setae subapically (
Fig. 43
), evenly curved ventrad in lateral view, in ventral view curved laterad and then bent mesad apically. Connective longer than broad, posterior margin medially emarginate (
Fig. 39
). Aedeagus in lateral view with preatrium long, aedeagal shaft curved dorsally, with numerous denticuli on shaft obvious from ventral and lateral view (

Etymology:
The species name is derived from the locality “Gutian” in
Zhejiang Province
where the holytype of this new species was collected.
Diagnosis:
This species is similar to
Empoasca knudseni
Dworakowska, 1973
, but differs in having the subapical part of the pygofer processes with numerous small tubercles in ventral view and the aedeagal shaft curved dorsally, with numerous tubercles on shaft in ventral and lateral view.
